The aircraft was undergoing a flight test for the purpose of renewing the Permit to Fly. The take off was commenced into a reported wind of 070*/18 kt on paved runway 07. The aircraft became airborne early, attained a height of about 20 feet and turned left and stalled onto the grass at theleft hand side of the runway. The landging gear then collapsed and the aircraft ground looped. The pilot assessed the cause as the aircraft becoming airborne at too low a speed to maintain flight.
